In 2005, Laura J. Johnston, Esquire, and Shirley J. Black, CPA, decided that their combined accomplishments as businesswomen providing professional services could be organized into a business of their own.  Using her financial skills and background as a chief executive officer, chief financial officer, and auditor, Ms. Black researched the business start- up process to organize a small, woman-owned business. She then built a limited liability corporation (LLC) to provide professional management consultant services to federal clients in need of organizational, technical, and logistical support.  Ms. Johnson’s legal background working with injured, disenfranchised and uninsured clients helped mold the mission of JB. Together with a shared vision, the women established themselves as owners and managing partners of JB Management Solutions, LLC (also known as “JB”).

JB has recruited, trained and managed the best team for the service practice areas. With a focus on the federal landscape, we also seek out the subject matter experts and technical consultants to augment our core to meet the needs of the programs and operating divisions we support. We host a SME database organized not only by topic, but by region, population expertise and a rating of our service experience with them in the past.




Shirley Black

Shirley J. Black, CPA, is JB's Chief Executive Officer (CEO), Chief Financial Officer (CFO) and President. Ms. Black is a co-founder of JB and provides the vision, strategic plan leadership, financial administration and corporate oversight. Ms. Black is a senior executive specializing in business management, organizational analysis, program review and evaluation, contracting, finance, and accounting. Ms. Black has more than 25 years experience in accounting, business development, program management, government contract administration, and training. She provides professional services to senior officials on strategic thinking and planning, operations, business development, and project management. She reviews procedures, systems and policies as related to process effectiveness for performance improvement. She has experience in strategic planning, facilitation and implementation, and designs and delivers training workshops and retreats on teambuilding, cost modeling, business goal planning and implementation, and project management. Ms. Black's 25 years of progressive experience include the executive leadership and management of multimillion-dollar corporations and providing advisory services to a wide variety of federal contractor clients.

Laura J. Johnston, J.D. is JB's Executive Vice President (EVP) and Legal Counsel. Ms. Johnston is a co-founder of JB and a licensed attorney. She provides consultation and training for the company's operations and contracting to assure alignment with our mission, goals, business law and ethics.
